New standards for residential facilities that house abused and neglected children are being proposed by the state Department of Social Services, the agency announced Wednesday.

    It's such a shame that children and anyone who already face such challenges in life have been abused and neglected in such terrible ways. I hope this unfortunate situation will cause more people to keep thier eyes open and report anything suspicious.
